Brussels (UNN) EU Commissioner for external relations, Benita Ferrero-Waldner condemned the barbaric killing on Monday of innocent civilians, including women, journalists and lawyers who were preparing to participate in the electoral process in the Philippines.

she said that, I call for calm in the period leading up to the forthcoming elections scheduled for May 2010. In the face of this atrocity the rule of law and democracy have to prevail.

Meanwhile, Philippine President Gloria Arroyo has declared a state of emergency in two provinces on the island of Mindanao to allow police to catch the killers. The victims were killed as they were travelling to file nomination papers for the elections. /UNN
